There is a real argument for paying in installments, and it should be made properly before the criticism starts. An owner watching the bank balance week to week can reasonably want four medium debits instead of one large annual one. It runs a biennial one, in odd-numbered years only, with the window open from January 1 to April 1 and a fee of $25 online, before the portal adds its small charge, against $30 in writing.
